1. Institutional Authority

The institution retains responsibility for operational execution, regulatory compliance, legal review, governance oversight, human authorization, and policy enforcement. Veil does not independently assume institutional authority.

2. Governed Cognition Infrastructure

Veil operates as governed cognition infrastructure, continuity-aware operational infrastructure, auditable institutional reasoning infrastructure, and bounded execution support infrastructure.

3. Admissibility and Governance

Veil may enforce governance boundaries, restrict execution conditions, deny invalid operational states, preserve continuity state, maintain audit lineage, reconstruct governance posture, and log operational metadata.

4. Auditability

Operational activity may be logged for continuity, governance, integrity, operational reconstruction, security review, and institutional accountability.

5. Human Responsibility

Institutional operators remain responsible for final execution decisions. Veil outputs do not replace institutional authority and do not independently authorize irreversible actions.

6. Restricted Access

Access may be suspended, restricted, revoked, or limited for integrity, governance, or operational security reasons.

7. Operator Attribution

Platform activity may be attributable to individual users, assigned operators, institutional roles, and delegated governance structures.

8. Institutional Acceptance

The accepting representative affirms they possess authority to acknowledge these operational terms on behalf of the institution.
